Reading Horizons Aligns with Pennsylvania Acts 135 & 47

Reading Horizons® is a proven, science-of-reading-aligned resource that meets Pennsylvania’s rigorous standards for foundational literacy instruction.

Reading Horizons, a trusted leader in foundational literacy for over 40 years, today announced that its evidence-based method, rated “All Green” on EdReports, is fully aligned with the requirements of Pennsylvania’s Act 135 of 2024 and Act 47 of 2025.

As Pennsylvania schools transition to mandated Structured Literacy models, Reading Horizons provides a decades-tested, multimodal approach grounded in the Science of Reading. The program is specifically built to support Pennsylvania’s priorities by providing the structured curriculum and professional development now required by state law.

Proven Results in Pennsylvania

The Reading Horizons method is already delivering results across the Commonwealth. Since implementing the program in 2015, West Allegheny School District has seen proficient or advanced scores rise across every grade level. Most notably, by 2023, 86% of 7th graders achieved top-tier scores, with zero students scoring at a ‘below basic’ level.

“With improved accuracy and automaticity, confidence soared!” said Kristen Martin, Literacy Specialist at West Allegheny School District. “My students wanted to read more. They weren’t afraid to write a sentence or read aloud in the classroom”.

West Allegheny is one of many Pennsylvania districts—including Pittsburgh Public, Central Bucks, Council Rock, and Big Beaver Falls Area—that trust Reading Horizons to deliver Tier I core instruction and Tier II/III interventions.

Comprehensive Support for Act 135 & Act 47

Reading Horizons supports Pennsylvania educators in meeting the new legislative mandates through:

  • Structured Literacy for All: Adaptable instruction for general education, special education, English language learners, and students with dyslexia.
  • MTSS Alignment: Seamless integration into Multi-Tiered Systems of Support (MTSS) with specific tools for paraprofessionals and specialists.
  • Expert Local Guidance: Led by Pennsylvania native and former teacher Ellie Ingram, the Pennsylvania Reading Horizons team provides customized implementation planning and funding guidance specifically for Pennsylvania districts.

“Reading Horizons is built for the Keystone State and backed by research,” said Tyson Smith, CEO of Reading Horizons. “We are committed to helping Pennsylvania districts not only meet the new legal requirements but truly change the way their students learn to read.”
