NCTC Appoints Rob Koester as Chief Operating Officer

Rob Koester brings 25+ years of telecom leadership to NCTC.

The National Content and Technology Cooperative, Inc. (NCTC) is pleased to announce the appointment of Rob Koester as Chief Operating Officer, effective September 8, 2025.

With more than 25 years of experience in telecommunications and broadband innovation, Koester brings a proven track record of driving strategic growth, operational excellence, and transformative fiber initiatives. His expertise will be invaluable in supporting NCTC’s nearly 700 broadband member companies nationwide.

As COO, Koester will oversee NCTC’s core operations and lead key business lines and major initiatives, including Mobile, Broadband, Video, and Procurement Solutions. Working closely with the Board, CEO, and executive team, Koester will focus on delivering innovative, high-impact solutions that help members grow and compete in a rapidly converging broadband industry – guided by strategic alignment, strong partnerships, and a member-first mindset.

“We’re thrilled to welcome Koester to our leadership team,” said Lou Borrelli, CEO of NCTC. “His visionary leadership and broadband expertise come at a critical time for our industry. For over two decades, Koester has lived the real-world challenges of NCTC members, both large and small – experience that will serve as the nexus to help NCTC deliver competitive, forward-looking solutions that empower our members to thrive today and into the future.”

Prior to joining NCTC, Koester served as Senior Vice President of Business Development and Product Management at NCTC member company, Consolidated Communications, where he led the national rollout of the Fidium Fiber brand to over 1.5 million customer locations. He brings a passion for rural broadband and firsthand insight into the demands NCTC members face, having actively participated in many of the very initiatives NCTC seeks to deploy.

Recognized by the United States Telecom Association as a Broadband Hero in 2019, Koester is widely respected for his ability to bridge technical, regulatory, and community needs to deliver meaningful broadband solutions. Koester holds a Bachelor of Science in Communications and Marketing and has held senior leadership roles across product management, operations, and strategy throughout his career.

Koester will succeed NCTC’s current COO, Lisa Hood, who will continue to serve in her capacity as CFO. After more than three decades of dedicated service, NCTC team member and Vice President, Brian Jones, has been promoted to SVP, Finance & Operations. In his new role, Jones will lead the organization’s daily financial and operational activities.
