ZP Better Together’s Greg Hlibok Honored by FCC for Accessibility

Hlibok spearheads collaboration on accessible communication technology at ZP Better Together.

ZP Better Together proudly announces that Greg Hlibok, Chief Legal and Compliance Officer of ZP Better Together, has been honored with the 2025 Federal Communications Commission (FCC) Chairman’s Award for Advancement in Accessibility (Chairman’s AAA). Presented by FCC Chairman Brendan Carr, this prestigious award recognizes individuals and organizations making impactful contributions to accessible telecommunications and technology for people with disabilities.

This year’s awards coincided with two landmark anniversaries in disability rights: the 35th anniversary of the Americans with Disabilities Act (ADA) and the 15th anniversary of the Twenty-First Century Video and Communications Accessibility Act (CVAA). These historic laws have played a significant role in creating a more inclusive and equitable communications landscape, principles that have long guided Greg Hlibok’s distinguished career as an attorney.

“Greg Hlibok first came into the national spotlight as one of the student leaders of the Deaf President Now movement at Gallaudet University, which became a turning point that helped redefine what leadership, representation, and equality should look like. It was a moment that set the stage for the ADA and embodied the principle we still fight to uphold: ‘nothing about us without us,’” stated the FCC.

Hlibok’s legacy of advocacy and inclusion continued through his 15 years at the FCC, where he became the first deaf person to lead the agency’s Disability Rights Office. During his tenure at the FCC, Greg played a key role in driving Video Relay Service (VRS) reform and implementing the CVAA, helping to usher in an era of technological and regulatory innovation in accessible communications. His leadership has left a lasting impact on policy and practice, ensuring that accessibility stays at the forefront of telecommunications development.

Hlibok, a member of the ZP executive team since 2016, expressed his appreciation: “I am grateful to serve in various roles at the FCC and at ZP, as a deaf consumer, bringing a unique perspective to the incredible advancements in accessibility technology, especially video relay service.
